Article IX โ Books and Records
The corporation shall keep correct and complete books and records of account and shall keep minutes of the proceedings of its Board of Directors; and shall keep at its registered office or principal place of business, or at the office of its transfer agent or registrar, a record of its directors, giving the names and addresses of all directors.

Article IX states only that records "shall be kept" โ it does not enumerate what categories of records are covered, does not grant members any inspection right, and sets no response timelines. Under RCW 64.90.475, associations must acknowledge inspection requests within 10 business days and complete production within 21 business days. This is members' primary oversight mechanism and the current language provides none of it. Suggested expansion: "The corporation shall keep correct and complete books and records of account, minutes of Board and member meetings, and a current roster of members with mailing and email addresses. Members shall have the right to inspect and copy the following records upon written request: governing documents, meeting minutes, annual financial reports, reserve studies, contracts, and any other records required by RCW 64.90.475. The Secretary shall acknowledge any inspection request within ten (10) business days and produce responsive records within twenty-one (21) business days, consistent with RCW 64.90.475. Reasonable copying costs may be charged."
