These Bylaws shall take effect on the adoption date set forth below.

We, the undersigned, certify that we are the duly elected and acting President and Secretary of Lakemoor Community Club and the foregoing Bylaws were approved by the affirmative vote of Owners holding at least sixty percent (60%) of the voting power at a duly called meeting or by vote without a meeting of the Association in accordance with existing Bylaws Article X.
Article X — Effective Date

What Changed & Why
When the new bylaws start. They take effect on the day they're adopted. The President and the Secretary both sign to certify the vote, so two people vouch for the result.
Adopting these bylaws takes 60% of members, because that's what our current bylaws require. The threshold in Article 9 applies to future changes.
The vote can happen at a meeting or by ballot without a meeting (see Article II, Section 2.13). The wording was trimmed and signature lines were added.
